Haryana Govt: Comply with policy on purchase of land
In an attempt to minimise the problems faced in acquiring land for development projects in the State, the Manohar Lal Khattar-led Haryana Government has directed all its departments to strictly comply with the policy on “purchase of land voluntarily offered by the farmers” and ensure submission of mandatory documents under it.
The directions came after it was observed that the departments were not submitting vital documents in their proposals for land acquisition under Government’s new policy on “purchase of land voluntarily offered by the farmers to Government for development projects”.
In a fresh set of instructions issued, the Government has directed to ensure submission of essential documents including latest collector rates of the land in question, reasonability of the negotiated rates for the acquisition process and certification by the beneficiary department.
Apart from this, non encumbrance certificate from the district collector of the land identified for the project and a certificate by HSIIDC stating that prescribed procedure has been followed for land acquisition, has to be submitted to the Government by the departments.
The State Government has asked all the administrative secretaries, heads of departments, deputy commissioners, sub-divisional officers, district revenue officers,
Chief Administrator HUDA, HSAMB and managing director HSIIDC to strictly comply with the instructions ahead of putting up a proposal before the competent authority for finalising the purchase of land.
Notably, the State Government had earlier this year notified the policy for purchase of land voluntarily offered by the land owners for development projects in Haryana.
The policy was aimed at preventing distress sales of land by farmers and involving the landowners in decision making while locating the sites of development projects in the State. A web portal - e-bhoomi - was also launched under the policy to help in matching the land requirement of government with voluntary offer of land by landowners and creating data base of such available land in Haryana.
To further ensure easy availability of land for execution of various developmental projects, all the Government departments have also been directed to ensure that the mutation of lands purchased by them is in the name of Haryana Government. All departments are also asked to prepare an inventory of Government lands belonging to them.
After receipt of land inventory of all departments, it is proposed to freeze sale or registration of all government lands till the approval of competent authority for sale or transfer of any such land in the State.
At present, in several cases, though the land has been acquired by a government department or agency, yet the said land is still in the name of the private individual even after payment of the required compensation. The said departments or boards have not taken the required steps to get the mutation of this land done in their names.
Earlier this year, Haryana Government had also rolled out a centralised online system 'Web-HALRIS' to manage property registration and land records in the state.
Besides providing ideal land to the investors for various development projects, the State Government is also looking to resolve land acquisition problems for its own projects.
With previous Bhupinder Singh Hooda led Haryana Government facing the wrath for alleged land scams during their ten years tenure, the present BJP Government in the state had been treading cautiously on the issue of land acquisition.
Recently, the Chief Minister Manohar Lal had also directed to appoint nodal officers in each district of the state to identify the ideal land requirement of different departments for various development projects in the State. The land requirement would be identified so that the same could be met out of the land voluntarily offered by the farmers for sale on the e-bhoomi portal.
